It might be useful to know what kind of program it is, so that the notion of the names being "legal" can be understood better. So why does the original not just have the labels "last name" and "first name"?

It seems like that website still uses the old rules. The new (1996) rules are simple: Short vowel is followed by double s instead of ß.
