Let me see if I understood: First one says that the reason any region's dialect would be the national dialect if that region was the centre of politics. Second one says that the Standard German is a dialect of Low German, dictated by a Low German raised in Frisia. I couldn't understand a sentence that only has a modal verb in it "Der Siebs konnte von Haus aus überhaupt kein Deutsch". I feel this sentence may somehow be central to that excerpt, could someone translate it to me?

I thought it was a standard dialect. The article says it was a written standard and then evolved in the 20th century to contain the pronunciation as well. The pronunciation on Tell Me More doesn't use -ich sound consistently for -ig as far as I can hear, so you'd better be more specific on the tapes remark.
