Everything else that would go into making a grammatical sentence is lost because the meaning is clear without it. Another one I've seen is Entschuldigen Sie die Störung. Basically "Sorry to bother you," but literally more like "Please excuse the interruption." It's similar to Entschuldigen Sie but you might say it when knocking on someone's door instead of walking up to them on the street. It's a slightly different meaning; you're not asking for yourself to be excused, Entschuldigen Sie mich für die Störung, but the interruption.
