I know from lessons in German that müssen is a modal verb, hence the second verb must come at the end of the sentence e.g.

Sie müssen sich anmelden, bevor Sie die Forenbeiträge lesen können.

However, I looked at this sentence

Mein Mann muss morgen zum Arbeitsamt

and failed to find the second verb in this sentence.

Using the link above, I found that müssen can be used to express keeping an appointment or performing an order, but I can't see the second verb and I can't find any simple explanation why the word order falls apart.

Is there a reason for this?
